Library Rules:

Entry: 
The library is mainly a Reference Library in the field of Medical and Allied Sciences. It is open for consultation to the entire Medical, Para medical and Allied Professions.

For Membership: 
Members of the following Institutions can become borrowing members of the Library: 
    1. Staff of Medical/Dental/Nursing/AYUSH Colleges/ Institutions in Delhi; 
    2. Staff of Govt. Hospitals in Delhi
    3. Directors of Health and Medical Services of the State Government;
    4. Members of the Medical and Allied Professionals engaged in Private Practice or working in Private Hospitals/Clinics in Delhi/NCR.

For Non-Member/Visitors: are required to obtain entry card issued on application in the prescribed form from the Reference counter of the Library. They will also have to record their name, address and time of arrival and put their signature in the Register kept with the Janitor.
Borrowing Facilities:

Membership: members of the following Institutions can become borrowing members of the Library: 
    1. Staff of Medical/Dental/Nursing/AYUSH Colleges/ Institutions in Delhi; 
    2. Staff of Govt. Hospitals in Delhi. 
    3. Directors of Health and Medical Services of the State Government; 
    4. Officers/officials of Dte. GHS and MoHFW, Government of India. 
    5. Registered (any Health Science Council) Medical and Allied Professionals engaged in Private Practice or working in Private Hospitals/Clinics.

Procedure for Becoming a Borrowing Member/NOC:
• Institutional     Membership:     Application     forms for membership may be obtained from Library or download from the official website of the NML. It must be forwarded through the administrative head of the Institution, office of the applicant. They will also obtain “NO OBJECTION CERTIFICATE” from the library. Change of address should also be communicated to the library. The membership is valid for 02 (Two) years from the date of issue and same may be renewed time to time. They can borrow 01 (One) book at a time for a period of 15 days. 

• Private Membership: The health professionals who are working in private Hospitals/Clinics, etc. may submit their application along with refundable security of Rs. 7000/- through Demand Draft. The security will be refundable by surrendering the Membership Card and obtaining a “NO OBJECTION CERTIFICATE” from the Library. The membership is valid for 03 (Three) years from the date of issue and same may be renewed time to time. He/she can borrow 01 (One) book at a time for a period of 15 days.
• Members are required to sign in the Membership register. It is, therefore, necessary to collect the Membership Card personally between 10.00 am to 5.00 PM on weekdays (Monday to Friday). No registration of Membership will be done on Holidays. 
• “No Demand Certificate” will be issued after surrendering the Membership Card, between 10.00 am to 5.00 PM on weekdays (Monday to Friday). NOC will not be issued on Saturday/ Holidays. Forwarding authorities must ensure that only enrolled Institutional members of NML should obtain “No-Demand Certificate” from library. 
• The borrower’s card is “Non-transferable”. But if anyone wants to draw a book against other member’s ticket, he/she should bring an “Authority Letter” from the owner of the ticket specifying the book to be borrowed. Permanent authorization is not permissible. 
• Members will be responsible for the loss of their membership card. Loss of membership card must be notified immediately. If any book is drawn against card, the owner of the card will be held responsible.
• The library staff has the right to ask the users to show their Membership/Identity card other wise not to allow for consulting the library. 

• Inter Library Loan: Biomedical scientific and Technical Libraries/Documentation Centres located in Delhi/NCR can borrow publications on reciprocal basis. Journals will not be issued as photocopies can be obtained on payment. 
• The National Medical Library (NML) has reserve the right to recall the issued book/s from the members at any time if it is urgently required by other users of the library. Staff of NML are abide to follow the rules and regulations and not to issue any book/document to the non-member of the library. 

• Damaged/Lost of Book: Books damaged or lost will have to be replaced with the latest edition, failing which the original cost of the damaged or lost books + 25%       penalty, have to be paid by the borrower. If any book is in a damaged condition while taking out from the library, this should be brought to the notice of the librarian;       otherwise the borrower will be held responsible for the same. 
• Dog-earing, marking or underlining the pages of publications or cutting pages, illustrations, advertisements or damaging the publications in any way is strictly prohibited. The defaulters will not only be required to pay the cost and penalty for such offences but will be deprived of the library facility and the appropriate authority will be asked to take suitable action against him/her. 
• Smoking/playing cards in the Library/library campus is strictly prohibited. No eatables are allowed to be carried in the Reading Rooms and stacks.
